About the Position: This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA) for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c). This position is a TERM position. It is time-limited and may be extended up to a maximum of 6 years. This position may be converted to permanent career or career-conditional appointment under specific conditions. This is a developmental position. WG-4 or 5 targeted to WG-8.

  • In a developmental capacity, you will perform progressively more difficult and responsible assignments and tasks associated with the work of explosives operating. At the target WG-08 level, you perform a variety of duties including:
  • Perform operations in the renovation, modification, demilitarization, and preservation of ammunition and explosives ranging from small arms to 280 millimeters, to include mines, grenades, and rockets.
  • Destroy a variety of explosives, ammunition, and propellants by detonation and burning. Prime explosives according to firing system and test continuity of electrical system.
  • Operate electric, diesel, or gasoline-powered forklift trucks to move, stack and unstack materials.
  • Disassembly and breakdown of ammunition items operating pull-apart or breakdown machines to separate projectiles from shell casings, and base or nose plugs from bombs and mines.

Travel Required: Occasional travel - You may be expected to travel for this position.

Conditions of Employment:
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Subject to random drug testing.
  • Subject to the Lautenberg Amendment.
  • Must be cleared IAW requirements of AR 190-11, Physical Security of Arms, Ammunition, and Explosives (AA and E).
  • Annual physical required.
  • Must meet the requirements of AMCR 350-4, Training and Certification Program for Personnel Working in Ammunition Operations.
  • Forklift certification required within 6 months of appointment.
  • May be required to work Day Shift or Swing Shift.
  • Valid state driver's license required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element) for WG-04: Ability to do the work of a(n) Explosives Worker (Fork Lift Operator)~ without more than normal supervision, including including single-step operations requiring adherence to safety requirements such as assembly-line work or work of similar difficulty and/or detail.- Failure to meet this Screen out Element will result in an ineligible rating.

Minimum Qualifications (Screen Out Element) for WG-05: Ability to do the work of a(n) Explosives Worker (Fork Lift Operator ~ without more than normal supervision, including experience following safe and proper methods of handling ammunition or explosives or movement/storage/verification of hazardous material.

- Failure to meet this Screen out Element will result in an ineligible rating for WG-05.

Physical effort: Work involves lifting and working on production including standing, reaching, bending, stooping and manipulating carrying of items weighing up to 45 pounds lines at rhythmic pace for extended periods parts and using machines and hand tools. During fork lift operation, physical effort is required in braking and steering, manipulation of clutch, shift, lifting and tilting mechanisms.

Working Conditions: Work is usually performed indoors, or outdoors in covered areas or passageways which provide some protection. Work areas are usually well lighted and ventilated. Some operations, however, such as melting powder or steaming out powder, cause uncomfortable steam or heat in the work area. Workers are required to stand on floors made of concrete, lead or conductive composition. They wear protective clothing such as specially treated coveralls, respirators and goggles on many assignments. They are frequently exposed to moisture and wet floors as a result of cleanup operations in powder working areas. They are exposed to the possibility of explosion and flash fire. There is chance of injuries ranging from loss of life or limbs to bums, cuts, bruises, sprains and nausea.

Additional information:
  • This is a developmental position. Upon meeting training, performance, and regulatory requirements, you may be non-competitively promoted through the intervening WG-5 or WG-6, to the WG-7, and then to the target WG-08 position in accordance with formal training plan.
